DUTIES AND RESPONSIBILITIES
The Investment Centre Division (TCI) promotes investment in agriculture and rural development in developing countries and countries in transition, assisting governments, International Financing Institutions (IFIs) and other development partners with the strategic planning and implementation of their investments to achieve growth, poverty alleviation, food security and nutrition goals.
Under the overall guidance of the Director, TCI, and the supervision of the Chief, TCIA, the incumbent will serve as leader of multidisciplinary teams and will be responsible for the analysis, formulation and supervision/evaluation of investment strategies and operations for food security, nutrition, agriculture and rural development (FSNARD) and for natural resources management (NRM). The incumbent will also support climate-change policy, strategies and finance at country level, notably to promote low-carbon, climate-resilient and green development strategies. In particular, the incumbent will:
advise governments and development partners on the identification, design and appraisal of investment operations in the fields of FSNARD, NRM, climate change policy and finance (adaptation & mitigation), sustainable rural livelihoods and post-crisis recovery;
in the framework of the Comprehensive African Agriculture Development Programme (CAADP), advise governments and development partners on the preparation of agriculture, rural and environmental sector analysis and strategies, examining constraints and potentials to address current problems and conflicts;
review agricultural, rural, natural resources and climate change strategies, investment plans, programmes and projects, in particular regarding their technical and environmental feasibility, making recommendations for their enhancement;
lead the appraisal, socio-environmental safeguard analysis, and implementation-completion exercises of investment projects, in accordance with the policies of partner IFIs;
advise on the implementation of FSNARD/NRM investment operations, focusing on technical quality, stakeholders’ participation, compliance with social and environmental standards, sustainable livelihoods and institutional arrangements;
provide technical advice and quality enhancement of TCI’s work and of initiatives across FAO, notably in the domains of FSNARD, NRM and alignment with climate change policies and best practice;
support the design and delivery of FAO capacity development activities related to FSNARD, NRM and climate change, targeting government staff, as well as producers associations, other non-state and private sector actors;
lead or contribute to FSNARD, NRM and climate change related international initiatives such as the UN Zero-hunger Initiative and the UN Collaborative Programme on Reducing Emissions from Deforestation and Forest Degradation in Developing Countries (UN-REDD);
prepare clear and concise reports in line with the requirements of governments, development partners, IFIs and donors;
perform other related duties as required.
MINIMUM REQUIREMENTS
Candidates should meet the following:
Advanced University degree in biological sciences, agriculture, forestry, ecology, NRM, or a closely related field
Ten years of relevant experience in the formulation, implementation support and evaluation of agricultural/rural investment projects and programmes incorporating FSNARD, NRM, climate change and rural livelihoods development
Working knowledge of English or French and limited knowledge of one of the other
SELECTION CRITERIA
Candidates will be assessed against the following:
Extent and relevance of experience in leading or participating in multidisciplinary teams for the formulation and/or implementation support of FSNARD/NRM and climate change investment operations and strategies for international financing
Extent and relevance of experience in agriculture sector analysis work with emphasis on NRM and related rural livelihoods and institutional analysis
Extent and relevance of experience in NRM, climate change; conservation agriculture; farmers empowerment, community driven development, promotion of sustainable rural livelihoods; institutional change, and general agricultural knowledge and information systems
Extent of experience in facilitating multi-stakeholder processes and in organizing and delivering training to multi-stakeholder audiences
Demonstrated experience in dealing with high government officials, development partners and other country level stakeholders
Good communication skills, both oral and in writing including demonstrated ability to write technical reports in English or French; demonstrated ability to write in both English and French would be considered an asset
Relevance of experience in the Africa region
Limited knowledge of Spanish or Portuguese would be an asset
